Abstract A microwave absorber for use in electric toll collection(ETC) system, having a central frequency of 5. 8 GHz is fabricated using Fe (iron made from carbonyl iron) and TiO2 mixed with rubber. The spectrum of complex permeability and permittivity and the reflectivity in the anechoic chamber of the composite sample were measured within 2. 0～18. 0 GHz. The results show that optimum composition ratio of absorbing materials was Fe∶TiO2 =7∶3 and confirm that the peak of reflectivity match the central frequency at the thickness of 1. 7 mm . the reflectivity for different incident angles were also tested,the lowest value can be less than -30 dB when normal incidence.
